Delhi’s New School Fee Bill: Relief for Parents or Political Move? Here’s What You Need to Know

In a move aimed at bringing transparency and accountability to private school fee structures, the Delhi government is set to table the long-awaited School Fee Regulation Bill during the upcoming assembly session. The decision comes amid growing public pressure, parents’ protests, and opposition allegations of deliberate delay in implementing stricter fee controls.

 What Is the School Fee Regulation Bill?

The proposed School Fee Regulation Bill 2025 seeks to:

Cap arbitrary fee hikes by private unaided schools

Ensure mandatory disclosures of fee structures, development charges, and fund utilization

Set up a regulatory authority to address complaints from parents

Introduce penalties for non-compliance, including suspension of licenses

Education Minister Atishi has said the Bill will be “pro-student and pro-parent, ensuring fairness and justice in the education system.”

 Why Parents Are Protesting

Over the past several months, parent groups have taken to the streets and filed complaints with the Directorate of Education, citing:

Unexplained annual fee hikes of 10–20%

Additional charges labeled as “miscellaneous” or “development” fees

Lack of accountability in how private schools use collected funds

Exclusionary practices like denial of report cards or exam entries for pending dues

Many parents argue that they are being financially exploited, especially post-pandemic when many families are still recovering economically.

 Opposition Slams Govt Over Delay

The BJP and other opposition leaders have accused the AAP-led Delhi government of dragging its feet on the issue for political convenience.

“They’ve had over a year to act, but chose to wake up only after protests and media outrage,” said a senior opposition MLA.

The delay in tabling the bill has become a flashpoint in Delhi’s political landscape, especially as assembly elections draw closer.

 What Happens Next?

The Delhi government is expected to table the bill in the Monsoon Session of the Assembly starting next week. If passed:

Schools will need pre-approval for any fee changes

Parents will have access to a dedicated online grievance redressal portal

A new Fee Regulatory Committee will be formed with government and civil society representatives

The bill, if implemented effectively, could become a model for other states struggling with similar issues.
